An international trade dispute panel ruled for the United States in a conflict over Canada's dairy import limits, the first trade dispute brought under the United States-Mexico-Canada Agreement. The panel agreed with the U.S. that Canada isn't meeting its commitments under the treaty because it set up tariff-rate quotas for dairy products in such a way that only helped Canadian processors.
