On Friday, a federal judge in New Mexico dismissed a lawsuit by animal rights groups to keep the plants from opening. The Humane Society of the United States and other animal-protection groups appealed the decision, alleging "the Agriculture Department failed to conduct proper environmental studies when it issued permits to the slaughterhouses."
