A 10-year solar project in California aims to 'harvest the sun'

Directors of the largest agricultural water agency in the U.S. are creating a plan to save California farmland from a decades-long water crisis, reports Jeff St. John for Canary Media.

The Valley Clean Infrastructure Plan will transform 136,000 acres of farmland that's no longer irrigable into 21 gigawatts of battery-back solar power, enough to power nine million houses, St. John explains.

The planned build will be the largest project not just in California or the U.S., but in the world, said Jeff Fortune, a third-generation farmer and the board president of the Westlands Water District.

The plans were approved in December, and the project may take 10 years or more, St. John reports. 

"The way we look at it is a new crop," a fifth-generation farmer and another director of the district, Jeremy Hughes, told St. John. "We're harvesting the sun and producing electricity."

In the next 20 years, the state will require four to five times as much new clean energy as the project will provide, according to another director, Ross Franson.

Forever chemicals in drinking water are a national problem, but smaller communities face the biggest challenge

The costs of removing forever chemicals, or PFAS, from municipal water could leave smaller communities behind. Most rural utilities don't have a PFAS contaminant filtration system, nor can they afford one, a 2025 study found. "Small, rural communities are the least likely to have the advanced systems in place," reports Brian Bienkowski for The New Lede.

The technology to remove the long-lasting, human-made "forever chemicals" found in many commercial and industrial products that have been linked to a range of health risks, including several types of cancer, fertility issues and developmental delays in children, can cost millions of dollars to purchase and install.

Even smaller cities are struggling to cover the costs to remove forever chemicals. In Apple Valley, Minnesota, some of the expenses utilities are paying to bring PFAS levels in their drinking water into compliance with Environmental Protection Agency rules will "likely hike water rates [customers pay] to fund a $100 million project to rid its wells of PFAS," reports Eva Herscowitz of the Minnesota Star Tribune.

To help buffer the costs, Apply Valley is asking its legislature to "include $40 million in the 2026 bonding bill for the project that would add membrane filter technology, which would increase the treatment plant’s capacity from 18 million gallons per day to 20 MGD," reports Tad Johnson of Thisweek Dakota County Tribune.

Like many rural areas with higher levels of PFAS contaminants, Apple Valley can't trace the source of its forever chemicals, which has allowed some communities to tap lawsuit dollars from companies such as 3M that were found responsible for tainting regional wells.

The Environmental Study Group found that "just 8% of U.S. water systems are equipped with filters that can remove PFAS. And 98% of systems that have PFAS detections do not have treatment targeting the chemicals."

Dan Hartnett, the chief policy officer at the Association of Metropolitan Water Agencies, cited a report that "estimated annual household cost to pay for the advanced treatment methods would average an additional $230 per household per year," Bienkowski writes. Hartnett added, “The numbers were significantly higher for the smallest water systems."

Pilot program that pays irrigating farmers for their water rights helps Nevada aquifers recover from overuse

After years of battling water overuse by irrigating farmers, Nevada officials decided to use $25 million in federal funding to launch a pilot program that paid farmers for their water rights," reports Daniel Rothberg of The Daily Yonder. Once the state compensated irrigators for their groundwater rights, the state would retire the rights and no longer allow irrigation from that land, thereby conserving water.

Launched in 2023, the program has proved to be an effective way to protect some of the state's threatened aquifers. In fact, Nevada has used "federal funds to retire about 22,500 acre-feet of water, roughly the same amount of water Nevada was required to cut from its Colorado River allocation last year," Rothberg explains.

State water officials have been pleasantly surprised at how popular the pay-for-groundwater-rights option has become. Rothberg reports, "There was so much demand that two bills, passed unanimously by the Democratic-controlled Legislature and signed by Republican Gov. Joe Lombardo in 2025, allow for the expansion of the program."

After asking lots of questions, alfalfa farmer Denise Moyle decided to sell some of her groundwater rights to the state. Moyle shared the thought process she and many area farmers consider when debating groundwater rights sales: "If I sell a little bit of water and I pay off debt, do I have to farm as hard? Do I have to pump as hard? Do I have to go for three (alfalfa) cuttings? Can I just do two cuttings?"

Meanwhile, state water officials and conservationists are considering how to keep the program going, which could lean on donations and federal funding. "A donation could target a specific area or ecosystem in need of protection from groundwater overuse," Rothberg explains. "But state funding would help to raise matching federal dollars and maximize the program’s value."

Analysis: Growing up in the Corn Belt may contribute to higher cancer rates in younger adults

The alarming rate of cancer among younger adults in the U.S. has led to questions and research aimed at addressing the "shift in cancer diagnoses in America, with rates for young adults in their 20s, 30s and 40s trending up even as overall cancer rates decline," report Ariana Eunjung Cha, Dan Keating, Jahi Chikwendiu and Luis Melgar of The Washington Post.

When groups of younger cancer victims were analyzed, growing up in the Midwest emerged as a key risk factor, according to the article. "Cancer rates among young adults in the Corn Belt are rising more rapidly than in the country as a whole." The Corn Belt includes Iowa, Nebraska, Illinois, Minnesota, Indiana and Kansas.

When states began tracking their cancer rates in 1999, Corn Belt states reported cancer rates that fell in line with the rest of the country. But in 2015, an unsettling shift began as corn-growing states recorded "a significantly higher cancer rate among those ages 15 to 49," the Post reports. "In the latest data from 2022, those states have a rate 5% higher for young adults and 5% higher for the overall population."

Young adults raised in Corn Belt states "have significantly higher rates of several cancers, especially kidney and skin cancers," Cha writes. "The skin cancer risk for young adults in the corn-producing states is 35% higher for men and 66% higher for women than their peers in other states."

As younger Midwesterners grapple with cancer diagnoses, many are starting to look at the agriculture around them and wonder about its health impacts. The Post reports, "They are raising questions about the role of agribusiness and the water that runs through their communities, and pushing politicians to act in a region where such questions have long been taboo."

Iowa Gov. Kim Reynolds recently "announced a $1 million investment to establish a research team dedicated to investigating the underlying causes of the state’s growing cancer rates," Cha adds. "Researchers are still working to disentangle national trends from regional anomalies, and the data doesn’t yet offer a satisfying explanation for why cancer rates among the young have shot up here."

Journalists can help rural communities by reporting on local drinking water data and quality

Rural communities need journalists who investigate and report on local and more regional drinking water issues, from tainted wells to water that runs brown and few people would voluntarily drink.

The Safe Drinking Water Information System is online, searchable and a place to start exploring area-specific data. SDWIS data is managed by the U.S. Environmental Protection Agency and required by the Safe Drinking Water Act, writes Joseph A. Davis for the Society of Professional Journalists. Access SDWIS here.

The act requires more "public disclosure than almost any other environmental law. The data is all there (mostly), although SDWIS is not that easy to use," Davis explains. "It really helps if you know the official name of the drinking water system you are interested in."

U.S. water systems come in all sizes, and some regional water services have surprising regulations. Davis writes, "A Girl Scout summer camp’s well system may not even operate year-round. But it’s still a 'community water system' that must meet the act’s requirements."

For communities with more than 10,000 residents, the Consumer Confidence Report contains vital data. "It tells people whether the water meets standards (or doesn’t), and what the contaminants of concern are," Davis writes. Reporters may want to remind readers that not all contaminants are regulated.

Other tips include looking into lead and bacterial levels. Davis adds, "Groundtruth everything you can. Talk to water users and system operators instead of relying merely on data. Go to utility board meetings. Taste the water. Visit the source."

As the Trump administration pushes coal energy, now is a good time to report on coal ash

Almost every state in the union has coal ash stored in ponds, landfills and mines that is likely leaching toxic heavy metals into groundwater and wells. Especially now that the Trump administration is busy promoting coal energy production, it's an opportune time for local reporting on the possible presence and handling of coal ash in readers' neighborhoods.

The unfortunate truth is that coal ash can be found in a lot of places. "There are some 700 to 1,425 massive dumps of coal ash," reports Joseph A. Davis for the Society of Environmental Journalists. "States and utilities are doing little or nothing to remedy the threat that it presents." 

What is coal ash? "When coal is burned, it produces several waste byproducts," Davis writes. "The fancy name for all of it is 'coal combustion residuals.' The common name is coal ash."

Where is it found?
Any plant that produces electricity from coal would leave behind coal ash as a byproduct. Coal operators put coal ash in surface impoundments, also known as ponds, in on-site landfills, or some recycle it into usable materials.

Why is it a problem? Coal ash contains many toxic substances, especially heavy metals such as arsenic, chromium, lead, and lithium. "It also contains radium, which is radioactive," Davis explains. Many coal operators have left piles of coal ash to fester and poison land and water sources.

What can be done about it? Cleaning up coal ash ponds can involve draining the surface water and capping the pond or entirely removing the ash from the pond to a lined landfill or for beneficial reuse (clean closure). Earthjustice provides a good resource document here.

  • How many coal ash disposal areas are there in your area? Are there coal ash sites not on an official list? Why not? Are utilities acknowledging clear responsibility for existing sites?
  • Have any of the coal ash sites in your area been cleaned up to a nominal safety standard? Have they been moved to a landfill? Is it lined and capped? Safe from water? Is the new disposal site safer than the old one?
  • What waters are near your area’s coal ash sites? Are the sites near a river, lake or estuary? Are they above an aquifer? Is that aquifer a drinking water source? Has anyone tested for water pollution and, if so, what were the findings?
  • Historically, have there been pollution incidents in your area related to coal ash sites?
  • What level of responsibility are states and utilities taking for stabilization, cleanup or maintenance of coal ash sites in your area?
  • What do people in your state think about using coal ash in the concrete on local roads? Is it being done? Do people know about it?

Quick hits: Fall leaf color predictions; Texas water crisis; rural movie for 2020 pandemic; opioid meds for jails

As autumn begins across much of the U.S., many Americans and tourists plan day trips or vacations to take in nature’s stunning fall colors. "Parts of the U.S. will soon start to see — if they haven't already — leaves and shrubs trade their green hues for vibrant shades of orange, yellow and red as the days get shorter and temperatures get chillier," reports Rachel Treisman of NPR. Explore Fall, TheSmokyMountains.com and Almanac websites offer some of the best "estimates [for] when leaves will change and colors will peak across the country."

Faced with ongoing population growth, an aging water system, and intermittent droughts paired with scorching temperatures, Texas officials and lawmakers are working to address the state's water crisis. But even as solutions are hammered out in Austin, the "state's regional diversity and patchwork of governments complicate matters further," reports The Texas Tribune. "Texas voters will be asked this fall to approve a $20 billion package to protect the state’s water supply. . . . The $20 billion is just a fraction of what some experts believe the state needs to invest going forward." 

In a bid to help balance pharmacy payments, Optum Rx "has increased reimbursement minimums for brand drugs for approximately 2,300 independent pharmacies," reports Heather Landi of Fierce Healthcare. The company's shift to a cost-based model is helping the bottom line of the "more than 24,000 independent and community pharmacies it works with. . ." More than half of all independent pharmacies operate in rural areas of the U.S., but many have closed or struggle to stay afloat due to high operational costs and low reimbursement rates.

When it comes to remembering 2020, many Americans would probably prefer not to recall the year at all. But film director Ari Aster doesn't want anyone to forget. In his latest film, "Eddington," Aster takes viewers back to the early days of the pandemic through the lens of a rural town drama set between a town sheriff and its mayor. Eddington captures the "anxiety, confusion, listlessness, and frustration of those first few months of lockdown as the backdrop for a dark and twisted story of a man, a town, and a country gone crazy," writes Anya Petrone Slepyan of The Daily Yonder. "Ari Aster’s latest rural thriller will give you something to think about."

When individuals suffering from opioid addictions are released from jail or prison, they face a high risk of overdose; however, a recent study shows that medication treatment during incarceration can lower their chances of overdosing upon release. "Use of medication for opioid use disorder (OUD) in jail was strongly associated with lower risks for overdose, death, and re-incarceration after release into the community," reports Shannon Firth of MedPage Today. The observational study was conducted in Massachusetts correctional facilities.

No matter where adults live, it may seem like kids have a different language that includes words that don't mean what they meant even three years ago. Keeping up with what young people are saying can feel impossible for anyone attempting to stay "hip," but not knowing kid-jargon can be a particular nightmare for parents. "As a little bit of an explainer, here’s a quick guide to slang terms that have made a mark in recent months," writes Paul Anthony Jones for Mental Floss. A few "explainers" are shared below.

W in the chat! "W has been used as a slang abbreviation for a win for over 50 years — although nowadays it’s used not just of victories, but of anything that could be regarded as laudable or impressive."

What the sigma?!? "As Merriam-Webster has noted, [the word] sigma has become increasingly ironic, pejorative, and jokey. . . This phrase in Gen Z and Gen Alpha vernacular is roughly the 2020s equivalent of 'What the heck?!'"

Do it for the plot! "If you imagine your life as one big movie, 'doing something for the plot' means doing something bold or risky that, in the retelling of your life story, would act as a major plot point."

West Virginia's waterway 'reclamation' yields cleaner water, rare earth metals and a growing outdoor industry

Coal mines left waterways across West Virginia polluted by sulfuric acid and metals, but that’s not the end of their story. "Set on a quiet hillside, a series of cascading ponds are doing their small part to fix a big problem," reports Mira Rojanasakul of The New York Times. The three-pond system slowly "reclaims" the state's waterways for wildlife and people to enjoy once again, and it comes with a side benefit of rare earth elements.

The three-pond system works to reduce water acid and then remove metals. The first pond allows water to "percolate through limestone and organic matter," Rojanasakul explains. The second pond completes more filtration, allowing the aluminum to drop out. By the time the water flows from the third pond, the iron has dropped out. "Fish and sensitive species like salamanders and frogs are returning to Deckers Creek, which for decades flowed rust-orange and lifeless from iron and other pollution."

Deckers Creeks is "one of dozens of cleanup sites being installed across West Virginia, helping the state make progress on a global environmental issue: waterways poisoned from coal mining," Rojanasakul reports. "A few miles downstream, a new, higher-tech version of this cleanup process is yielding an unexpected bonus: 'Rare earth' elements, essential for clean energy technologies and military equipment, are being recovered from the pollution."

Decreasing water acidity and removing metals isn’t just helpful for wildlife and biodiversity -- acid mine drainage "can corrode pipes and threaten drinking water for many residents of rural West Virginia who rely on backyard wells," Rojanasakul writes. 

Federal and state officials help guide West Virginia's waterway reclamation efforts, but the "boots on the ground" are often small nonprofits. Rojanasakul adds, "They monitor sprawling watersheds and build relationships within communities, even talking private landowners into opening up their backyards for cleanup work."

Many locals view their reclaimed waterways as a potential path to a new revenue source for residents and the state. Rojanasakul reports, "Employment in the state’s outdoor recreation economy is starting to rival other industries, with 20,300 jobs in 2023 compared with 17,700 workers in mining and support activities that same year."

Ag updates: Celebrate Beef Month; handling farm stressors; 'regenerative' farming limits; what is 'acequia' irrigation?

May is National Beef Month, and possibly the best time to look back at the country's short but impactful cattle drive history, which began around 1866 and ended in the 1890s. "The biggest legacy of the cattle drives exists in popular culture. The cattle drives occurred in a time when the United States was shifting from an agrarian-based society to a more industrial and urban society," reports Morning Ag Clips. "Because of this shift, the cowboys and ranch life were looked on with nostalgia as 'simpler times,' and they became a popular subject for stories and songs."

With tariffs, weather, bird flu and hi-input costs, U.S. farmers are unsurprisingly stressed. Burnout and depression can easily follow emotions run ragged by an ever-changing commodities landscape. "This sort of chronic stress complicates decision-making and other aspects of managing a farm or ranch," reports Raylene Nickel for Successful Farming. "If you recognize signs of stress and burnout, do these six things to help yourself cope or recover: Take care of your physical self, surround yourself with good people, take charge of your thoughts, build spiritual capital, find ways to reduce stress, seek help. 

In a letter to Ford President and CEO Jim Farley, a coalition of U.S. corn growers asked Farley to reconsider the company's move away from flex fuel vehicle production and to "reengage in advancing renewable fuel technologies that support rural America," reports Jesse Allen for American Ag Network. "The letter highlights the critical role American-grown ethanol plays in reducing greenhouse gas emissions, strengthening energy independence, and supporting local economies."

"Regenerative" agriculture may be healthy farming's new buzzword, but food producers and buyers should be aware of the label's limitations. "Proponents of regenerative farming say the practice can mitigate harmful climate change, reduce water pollution, and make foods more nutritious as farmers focus on improving the health of soil, water, and ecosystems," reports Carey Gillam for The New Lede. "That momentum comes with a dirty dark side, according to a new report [that] asserts regenerative programs, which generally allow for the use of weedkillers and other chemicals, are being used to 'greenwash' routine use of several dangerous pesticides on farm fields. . . .Corporations that sell such pesticides are entwined with the movement. . ."

Southwestern farmers grappling with arid conditions brought on by climate change revived the ancient 'acequia' irrigation system to address water shortage problems. "Time-tested solutions like this one could hold the key to mitigating the worst impacts of climate change, especially in rural communities," reports Samuel Gilbert for Civil Eats. "In the San Luis Valley, in south-central Colorado, 130 gravity-flow ditches irrigated 30,000 acres of farmland and 10,000 acres of wetlands." Devon Peña, founder of The Acequia Institute, told Gilbert, "This is an incredibly productive, resilient, and sustainable system."

Going against the current, Utah works to change an old western water rights rule to encourage conservation

Many western states apply the "use it or lose it" rule to water rights, which penalizes land owners for using less water.  But Utah is working to reward conservation, reports Nina Elkadi of Grist. "Amid climate change, drought, and increased demands for water, Utah is trying to change the system, bucking one of the oldest water rules in the western U.S."

In the West, water rights come down to the 'beneficial use' principle that "declares that water rights holders must use their water for beneficial purposes, such as agriculture, or give up those rights," Elkadi explains. "In Utah, though, the state legislature has passed multiple statutes that are attempting to encourage farmers to use less water without losing rights to it."

Even as the federal government works with western states to reorganize the Colorado River Compact, Utah is doing its own water resource management. Utah wants "to encourage farmers to conserve water without punishing them for it," Elkadi reports. "It's tackling the problem through its Agricultural Water Optimization Program, which awards farmers funding to become more efficient with their water use. . . . [It's] meant to address stress and uncertainty for farmers. And aims to thwart, or at least delay, catastrophic water shortages in the region."

Utah's Agricultural Water Optimization Program provides support to farmers through grants "to improve water practices," Elkadi writes. "Farmers can also file a 'change application' to lease out any 'saved water' through a water marketplace. Utah's State Engineer Teresa Wilhelmsen told Elkadi, "It kind of gives an incentive to save that consumptive use and potentially be able to lease it or do something else with it."

Despite its benefits, some farmers have avoided participation. Wilhelmsen told Elkadi, “As you can imagine, there’s a fear of the state engineer with some folks." Elkadi adds, "This is why she is trying to frame these programs as opportunities to 'tune up your water rights.'"

While the state's water optimization program is a start, "some believe more needs to be done. Burdette Barker, an irrigation expert at Utah State University, thinks efficiency is not the only issue that needs to be addressed; adaptation needs to be at the forefront, too," Elkadi reports. Barker asked her, “Will [the optimization program] alone meet the objectives that the state and others have? Probably not. Will it allow farmers to adapt better as tighter crunches come? I think so. They will help provide farmers with tools to cope or adjust.”

Forty-eight states face moderate drought, which affects groundwater supplies, agriculture and river transportation

This summer's scorching heat may be over, but across the United States a lack of soil-absorbed rainfall has left most states facing drought conditions. "More than 150 million people in the country – and 149.8 million in the 48 contiguous states – are in a drought this week. That is about a 34% increase since last week and an over 150% increase since last month," reports Marina Dunbar of The Guardian. Drought is present in every state except Alaska and Kentucky, in fact, this is the greatest number of states in drought in U.S. Drought Monitor history.

Drought conditions aren't just about lack of rainfall, they "are driven and exacerbated by abnormally high temperatures that can quickly suck moisture from the atmosphere and the earth," Dunbar explains. "Droughts can occur even when there is slightly more rain than usual, depending on the frequency of rainfall. If there is a lot of rain all at once, it’s difficult for the water to be properly absorbed into the ground."

When droughts occur, groundwater supplies get tapped, which can take weeks, months or centuries to replenish. "According to the National Integrated Drought Information System, droughts will increase an area’s reliance on groundwater. Groundwater provides more than 40% of the water used for U.S. agriculture and domestic water supplies. Increased pumping during droughts can reduce the future availability of those supplies."

Meanwhile, dry conditions have a domino effect on water sources, agriculture production and commodities trading. "Low water levels on rivers and other waterways [can cause] ports and other water-borne transportation to become limited due to a reduction in available routes and cargo-carrying capacity, which increases transportation costs. . . That cost increase is ultimately transferred to consumers, who see it in the form of higher-priced products, groceries and other commodities."

Is sewage sludge used on farms and golf courses in your community? Tips for journalists to investigate issues.

It may not sound pretty, but looking into sewage sludge disposal practices can be a story that helps your community's health. "There was a time when the Environmental Protection Agency renamed toxic sludge as 'biosolids,' and journalists went along with it," reports Joseph A. Davis of the Society of Environmental Journalists. "As we are becoming aware of more and more toxic chemicals, it is hardly a surprise that we are finding them in sewage sludge. The surprise is that some farmers are spreading them on their fields."

The multiple contaminants within sewage sludge are a health threat to humans and the environment because PFAS or "forever chemicals" can be present in sludge; however, sludge pollutants can also include "heavy metals like lead, other toxic organics like dioxins, PCBs, pharmaceuticals whose names you can’t even pronounce," Davis explains. "The problem gets much harder when you realize there are thousands of individual PFAS chemicals. Not to mention all the other chemical families."

The problems with sludge, even when treated, or labeled "biosolids" remain extensive. EPA rules may not be enough to keep people and nature safe because current rules "allow — some say encourage — sterilized, dried sludge to be spread on fields, golf courses, etc," Davis writes. "The big question is whether harmful chemicals are getting into people’s food and water."

Davis offers the following story ideas:
  • Where does your sewage go when you flush the toilet? Talk to your local sewage treatment agencies and ask them what they do with their sewage sludge.
  • Ask who takes the bulk of processed sludge from your local agencies? There may be companies who distribute it in large quantities to farmers, golf courses, etc., who apply it to land. Talk to them. Talk to their customers.
  • The EPA has to review its 'biosolids' rules every two years to see whether they should be updated as new contaminants come to light. What do local sewage officials and environmental advocates think about the EPA’s performance?
  • Some disposal of sewage sludge on land requires a National Pollutant Discharge Elimination System (water pollution) permit. Check the permit database for permittees. Check the EPA’s ECHO enforcement database for violators. Talk to permittees and permitting agencies.
  • Does your local sludge go into the retail market? What companies and brands sell it? Ask for their test results on chemical contamination. Figure out what they didn’t test for.
  • Talk to groundskeepers or managers at local golf courses. Do they use sludge products on their courses? What can you learn about the run-off situation?
  • Go to meetings of local garden clubs and community gardens. Or visit on-site. Ask members what they do, especially with vegetable gardens.

Fracking wastewater is blowing out of old oilwells; the water can mean contaminated groundwater and unusable land

Taking fracking wastewater and injecting it miles underground is the cheapest and most common way to get rid of Texas oilfield used or "produced water," but a new study from Southern Methodist University found that the toxic water may not be staying underground. The study showed "a significant link between wastewater injection and oil well blowouts in the Permian Basin," report Dylan Baddour of Inside Climate News and Carlos Nogueras Ramos of the Texas Tribune. "It’s the first scientific proof of a phenomenon local landowners have long warned was occurring."

To study wastewater injections and blowouts, researchers "examined a January 2022 blowout in Crane County that gushed almost 15 million gallons of brine before it was capped, according to the paper. That would fill about 23 Olympic-sized swimming pools," Baddour and Ramos report. "The study traced the cause of the blowout to a cluster of nine injection wells about 12 miles to the northeast."

The connection between the Permian Basin's briny sprays and fracking wastewater "raises concerns about the possibility of widespread groundwater contamination in West Texas," Baddour and Ramos write. While the Texas Railroad Commission regulates the oil and gas extraction, it has "refrained from putting forth an explanation. . . . The link between injections and surface blowouts has remained unconfirmed, despite widespread suspicions." This recent study, which was published in the journal Geophysical Research Letters, "marks a big step forward in scientific documentation."

Attorney Sarah Stogner told Baddour and Ramos, "It just validates what we’ve been saying." Baddour and Ramos add, "For the last three years, Stogner has represented the Antina Cattle Ranch, where dozens of abandoned oil wells have been spraying back to life. Stogner persistently alleged that nearby wastewater injection was responsible. But she couldn’t prove it. . . . Now a scientific consensus is beginning to fall in behind her."

When old wells gush oil wastewater, the land that absorbs the salty mess is at risk. Baddour and Ramos explain, "West Texas ranchers who own land where contaminated water is seeping from underground are beginning to worry it will soon become uninhabitable. . . . Despite those problems, the Railroad Commission approved 400 new disposal wells in the Permian Basin alone in 2021, according to agency documents, and 480 in 2022."

California declared 'clean water for all' as a basic human right, but that promise isn't a reality for many rural areas

California declared clean drinking water a human right in 2012, but that promise remains a work in progress as residents in more rural or underserved counties still drink contaminated water, reports Ian James of the Los Angeles Times. "Approximately 913,000 Californians depended on public water systems that are failing to comply with drinking water regulations, while an additional 1.5 million people depended on water systems that are determined to be 'at-risk.'" The price tag for clean, affordable water "for all" rings in at $15.9 billion.

Risky water tends to be poured from taps in small, more rural communities. Joaquin Esquivel, chair of the state water board, told James, "What our analysis has shown time and again is that the common denominator is size. Small systems struggle, especially in communities that have experienced discrimination and disinvestment, and their challenges will be amplified as the weather grows more extreme, new contaminants emerge and costs increase.”

The contaminated water some rural Californians are using, many Americans might rightfully refuse to drink. "The water pumped from wells contains harmful levels of contaminants including naturally occurring arsenic, bacteria from sewage leaks, nitrate from animal manure, fertilizers or other sources, and carcinogenic chemicals," James explains. Many water systems "have at least one contaminant at levels that violate safe drinking water standards."

Getting regional water systems in line with safe drinking standards takes more than funding. It takes people and planning. "The estimated costs of solutions in the latest report were substantially higher than previous state estimates," James writes. "According to the report, the estimated costs of long-term solutions for failing and at-risk public water systems total $6.6 billion over five years, while the costs of solutions for 'high-risk' small water systems and domestic wells total $4.9 billion."

But those numbers don't include everything. James explains, "Those combined costs, totaling more than $11.5 billion, would be significantly higher if loan repayment costs and operations and maintenance costs are included, the report said, pushing the total estimated cost of 'achieving the human right to water' to $15.9 billion."

It's a total California may not be prepared to pay. James adds, "Officials projected that $2 billion in state grant funds will be available over five years, as well as $1.5 billion in state loans, leaving a substantial gap in available funding."

Opinion: U.S. must invest in water infrastructure or face cities and towns with problems like Atlanta, or worse

Reflecting on the recent water pipe bursts in Atlanta, Joseph W. Kane discusses the unwanted but predictable tide of water problems that await U.S. cities and towns in his opinion for Brookings.

"The country is once again grappling with an age-old conundrum: how to stay ahead of an increasingly intractable list of water infrastructure challenges," Kane explains. "From Flint, Mich., to Jackson, Miss., to a seemingly unending number of urban and rural communities, the country's water infrastructure is aging and in need of repair."

The "fix-it" list contains a litany of put-off or ignored problems that, should they remain on the back burner, will become an "Atlanta-sized" problem or worse. "Contaminated drinking water, including lead pollution, leaking pipes, sewer overflows, and other chronic issues persist too," Kane writes. "The ripple effects of these failures are also extensive across different systems, leading to network failures across neighborhoods and entire regions."

America's water bill is enormous, and the work that must be undertaken is staggering. "More than $600 billion in investment is estimated to be needed over the next 20 years to keep up with all the necessary improvements, according to the latest EPA national water assessments," Kane adds. "The financial pressure is immense on local utilities — and other state agencies — who are constantly trying to cobble together enough resources to stay ahead of these needs."

How do we create solutions? "The first step is to establish increased, sustained federal water funding. While the Infrastructure Investment and Jobs Act pumped about $57 billion into a host of different water infrastructure improvements, this figure still pales in comparison to the price tags noted earlier," Kane writes. "The second step is to support continued local and state experimentation. While many utilities are struggling to simply keep up with existing repairs, that should not be an excuse for failing to test more proactive and collaborative solutions."

Companies aren't the only ones that spread the use of 'forever chemicals;' the U.S. military is also responsible

Commercial product companies aren't the only ones to blame for PFAS, also known as "forever chemicals," making their way into U.S. soil and drinking water. Through its extensive use of firefighting foam, the U.S. military has also contributed to the slowly degrading and noxious chemicals spreading across the country, reports Sachi Kitajima Mulkey of Grist. "The Department of Defense is among the nation's biggest users of firefighting foam and says 80% of active and decommissioned bases require cleanup."

The Environmental Protection Agency doesn't consider any exposure to PFOA and PFOS, two of the most toxic PFAS, safe. In mid-April, the agency also "designated these two compounds' hazardous substances' under the federal Superfund law, making it easier to force polluters to shoulder the costs of cleaning them up," Mulkey explains. "Meeting these regulations means that almost all of the 715 military sites and surrounding communities under Defense Department investigation for contamination will likely require remediation."

The history of PFAS chemicals dates back to a 1930s lab accident, but their extensive commercial use in products began in the 1950s and 60s. Mulkey reports, "In the 1960s, the Defense Department worked with 3M, one of the largest manufacturers of PFAS chemicals, to develop a foam called AFFF that can extinguish high-temperature fires. The PFAS act as a surfactant, helping the material spread more quickly. By the 1970s, every military base, Navy ship, civilian airport, and fire station regularly used AFFF."

From that point, PFAS chemicals were used in everything from cookware to raincoats to carpets. It would take decades for government agencies and communities to realize that these human-made, fluorine-based chemicals were harmful to animals and humans. Once their harmfulness came to light, another set of problems evolved — how to remove the chemicals from the environment, which research has proven is both expensive and difficult to accomplish.

Today, military sites have some of the most extensive cleanup work. "Congress ordered the department to publish the findings of drinking and groundwater tests on and around bases," Mulkey reports. "Results showed nearly 50 sites with extremely high levels of contamination and hundreds more with levels above what was then the EPA's health advisory. Following further congressional pressure, the military announced plans to implement interim cleanup measures at three dozen locations."

"Nationwide, the Environmental Working Group found unsafe water in wells near 63 military bases in 29 states."

A new EPA rule means polluters, not taxpayers, will have to pay for some 'forever chemicals' cleanup

The presence of PFAS, or "forever chemicals," in U.S. drinking water led the Environmental Protection Agency to issue its first drinking water standards earlier this month. Tagging onto that action, "The Biden administration is designating two 'forever chemicals,' as hazardous substances under the Superfund law, shifting responsibility for their cleanup to polluters from taxpayers," reports Coral Davenport of The New York Times. "The new rule empowers the government to force the many companies that manufacture or use perfluorooctanoic acid (PFOA) and perfluorooctanesulfonic acid (PFOS) to monitor any releases into the environment and be responsible for cleaning them up."

Davenport explains, "PFOA and PFOS are no longer manufactured in the United States but can be imported in the form of consumer goods such as carpet, leather and apparel, textiles, paper and packaging as well as in coatings, rubber and plastics; the agency said. . . . Industries that use the chemicals have said that the designation is too expensive and would lead to litigation that could impose new costs on businesses and communities and slow the cleanup of chemicals."

The fact remains that all PFAS are harmful to humans. The compounds "degrade very slowly and can accumulate in the body and the environment. Exposure to PFAS has been associated with metabolic disorders, decreased fertility in women, developmental delays in children and increased risk of some prostate, kidney and testicular cancers, according to the EPA," Davenport writes. "Under the new rule, companies are required to immediately report releases of PFOA and PFOS that meet or exceed one pound within a 24-hour period to the National Response Center, and also to state, tribal, and local emergency responders."

As far as cleaning up PFAS -- it isn't simple or cheap. Even after PFAS are removed from water, there is no easy way to dispose of the products produced by the removal process. "Studies have shown that PFAS can be broken down with energy-intensive technologies," reports Fast Company. "But this comes with steep costs. Incinerators must reach over 1,800 degrees Fahrenheit (1,000 Celsius) to destroy PFAS, and the possibility of creating potentially harmful byproducts is not yet well understood."

EPA issues drinking water standards for toxic 'forever chemicals;' for cities and towns, an unknown price awaits

The Environmental Protection Agency has issued its first drinking water standards for "forever chemicals," which are long-lasting and human-made chemicals found in many commercial and industrial products, including nonstick pans, food packaging and common pesticides.  The slowly degrading chemicals have ended up in U.S. drinking water supplies, reports Elizabeth Daigneau of Route Fifty. "The EPA says the new rule will reduce PFAS exposure for approximately 100 million people, prevent thousands of deaths and reduce tens of thousands of serious illnesses."

The harmfulness of forever chemicals was well documented even as companies continued to use them. Amanda Hoover of Wired reports, "High levels of exposure can cause fertility issues, developmental delays in children, and reduced immune responses, according to the EPA. They can also elevate the risk of several cancers, including prostate, kidney, and testicular cancer."

A striking example of how deadly exposure to these chemicals can be was 20-year-old Amara Strande, who died of cancer about a year ago. Strande "became an activist in her short life after being diagnosed with a rare form of liver cancer five years earlier," Daigneau reports. "The cancer, which eventually spread to her throat and lungs, was attributed to her exposure to a group of toxic chemicals known as PFAS."

While many communities know their water is tainted by forever chemicals, addressing the problem was strangulated by cost. "City and county water districts agree that something must be done, [but] they are worried the new rule will cost them billions of dollars," Daigneau writes. "To allay these concerns, the Biden administration announced nearly $1 billion in newly available funding through the infrastructure law to help states implement PFAS testing and treatment at public water systems." Some industry estimates indicate that $1 billion in funding won't be near enough.

Home septic systems need regular care and maintenance to prevent 'seriously unpleasant' and expensive problems

People who migrate from the city to more remote areas are wise to learn what many rural dwellers already know -- taking care of your home's septic system is serious business.

"You may want to ignore it," writes Kris Frieswick of The Wall Street Journal. "But there is only one thing worse than personally interacting with your septic system and its parts — the septic tank and leach field— and that is ignoring it. . . . [It] demands little except your consideration and maintenance, without which it will make your life seriously unpleasant."

While waste management discussions may feel unseemly, the topic is so essential that even the Old Testament gives instructions. Frieswick explains, "Deuteronomy 23:12-13 commands: 'Designate a place outside the camp where you can go to relieve yourself. As part of your equipment, have something to dig with, and when you relieve yourself, dig a hole and cover up your excrement.'. . . Bet you didn't know you had a big old hunk of Moses-approved engineering history buried next to your rhododendron."

Septic systems are more complex than a hole in the ground, but the idea is the same. Frieswick reports, "Your effluent flows through pipes into your oxygen-free septic tank, where bacteria (most of which is thoughtfully provided by your gut) eats undigested material, explains Robert Rubin, emeritus professor of biological and agricultural engineering at North Carolina State University. . . . Once those little bacterias in the tank get to work, the solids float or drop and the watery part drains off via pipe to a leach field." The leach field is the magical place where bacteria work pays off.

But things can go awry. "Septic tanks can get cracks in them. . . . Or they can back up if the pipes get clogged with grease," Frieswick writes. Inorganic material flushed accidentally can wreak havoc as well.

Before buying a new home, have the system separately inspected. Remember that tanks are built for bedroom capacity of a home. Capacity could be an issue if bedrooms are added to a house after its septic system. Use liquid detergents instead of powder, and fix water leaks that could stress the system. Plan on regular maintenance to avoid blockage headaches and pricey repairs.

      Knowing how a septic system works helps inform homeowners and renters on how to care for it.

U.S. beef herd hits a dramatic low as ranchers face repeated droughts and extreme weather

More prolonged periods of drought paired with extreme weather swings have reduced U.S. beef cattle herds to their lowest numbers since 1963. "Droughts starting in 2020 are a contributing factor in the nation's historically low beef inventory, according to Department of Agriculture research," reports John McCracken of Investigate Midwest. "Nebraska and Missouri — two of the top 10 beef-producing states — experienced the largest decline in the quality of June pastureland since 2020 compared to the other top states, according to an Investigate Midwest analysis of USDA data."

Since 1975, the decrease in U.S. beef herd numbers were attributed to "increased global beef production and cattle imports," McCracken explains. However, more recent shifts in livestock numbers have been partly caused by beef producers' response to a lack of water and grazable pasture. During droughts, livestock ranchers are more likely to wean calves off milk earlier than usual, "a common practice in dry years, but one that can also put young cattle at higher risk of dying." Ranchers also cull more cattle and spend more money on feed.

Higher costs to raise a beef herd end in fewer cattle on the market and higher beef prices. "Currently, cattle market experts report that the price paid by meatpackers to beef cattle ranchers is expected to be an all-time high," McCracken reports. "Food industry experts told various media outlets in late 2023 that this price increase would translate into sticker shock for consumers. . . . At the end of last year, the price of beef per pound peaked at $5.35, a 40-year high."

Midwestern agriculture depends on rain and groundwater. Dennis Todey, climatologist and director of the USDA's Midwest Climate Hub, noted how much "climate change has complicated the region's drought realities," McCracken reports. "Livestock producers now deal with weather whiplash — the result of climate change — of severely wet years, followed by intense, dry seasons." This past winter's snowfall across the Midwest is "expected to bring relief from the recent run of drought years," McCracken reports. "Despite forecasts of reduced drought levels for 2024, ranchers will continue to recover from previous drought years."
